Mega push for agriculture, fisheries, dairy sector

The Haryana government has unveiled a series of significant sops and incentive schemes in its 2026-27 state budget, signalling a major push for agriculture and allied sectors including fisheries and dairy. Presenting the budget, Chief Minister Nayab Singh Saini emphasised that farmers’ aspirations are central to the government’s agenda, with targeted measures to enhance farm incomes and encourage crop diversification.

Among the key measures, farmers opting to sow pulses, oilseeds, and cotton instead of paddy will receive an additional ₹2,000 per acre. Incentives under the Mera Pani–Meri Virasat Yojana — which rewards farmers for avoiding water-intensive paddy cultivation — will continue at ₹8,000 per acre. Cash support for paddy straw management has been set at ₹1,200 per acre, while ₹4,500 per acre is being offered to farmers adopting direct seeded rice (DSR), which is more water-efficient.

Beyond state budgets, the Centre and allied agencies are also intensifying support for allied agriculture sectors. Schemes such as the Pradhan Mantri Matsya Sampada Yojana (PMMSY) aim to bolster the fisheries sector through infrastructure and production incentives, integrating fishermen with broader farmer welfare frameworks.Additionally, cooperative growth across agriculture, dairy, and fisheries is being fostered under the Pradhan Mantri Sahakar Se Samriddhi Yojana, with thousands of Primary Agricultural Credit Societies and cooperative units being registered and strengthened nationwide.

In the dairy sector, recent developments include plans by the National Dairy Development Board (NDDB) to link tens of thousands of villages to dairy cooperatives over the next five years, improving milk procurement, quality testing, and farmer earnings.

These combined measures — from financial incentives and crop diversification bonuses to cooperative strengthening and sector-specific schemes — reflect a comprehensive strategy to modernise India’s farm economy and support rural livelihoods across agriculture, fisheries, and dairy.
